Club Rules
1. Name: The club shall be called the Border Monochrome Camera Club
2. Aims: The aims of the club are the furtherance of photographic art and technique amongst the membership by holding regular lectures, demonstrations, competitions and other related events, and to provide exhibitions and demonstrations within the local community.
3. Membership: Membership shall be open to all persons interested in or practising monochrome photography and the preparation of digital or silver prints and who agree to actively support the Club. Applicants should apply to the Chairman and/or Secretary for membership. Membership of the Club implies the undertaking to comply with and abide by this constitution and also any rules governing competitions, exhibitions and the use of the Club’s facilities.
4. Subscriptions: The annual subscription shall be fixed for the following year at the Annual General Meeting and be payable at the first Club meeting after the AGM. For 2017 the subscription is £20.00 per adult member or £10.00 for a person under the age of 18. All young persons under the age of 18 must be accompanied to meetings by a responsible adult. Membership of the Club may lapse if subscriptions are not paid within three months of the AGM. New members joining six months after the AGM may join at half the current subscription rate. No person may take part in a Club competition or exhibition if they have not paid their current subscription.
5. Organisation: The officers of the Club shall consist of a Chairman, Secretary, Treasurer and Competitions Secretary, to be elected at the AGM. Any officer of the Club who is unable to fulfil his/her duties will be expected to resign. A Special General Meeting may be convened, requiring a vote of three quarters of members present to replace the officer. Any Officer, at his/her own request, may resign by giving written notice to the Secretary. Any vacancy on the Committee occurring during the year may be filled by the Committee, who shall have the power to appoint a member to discharge the duties of such officer until the next Annual General Meeting.
6. Management: The affairs of the club shall be managed by a Committee consisting of the Club officers and one ordinary member, all to be elected annually. At Committee meetings three shall form a quorum. The Secretary shall conduct the correspondence of the Club. He/she shall be responsible for keeping the minutes of all meetings. The Treasurer shall collect all subscriptions and monies due after authorisation by the Committee. At the close of each Club year, a Statement of Income and Expenditure and a Balance Sheet shall be drawn up by the Treasurer and audited by two ordinary members. All cheques must be signed by one of the two authorised signatories, these being the Chairman and Treasurer. Major expenditure of Club funds, other than normal annual expenses approved by the Committee, should be put to the membership at a General Meeting for their approval.
7. Annual General Meeting: The AGM of the Club shall be held on the second Friday of January each year, or on the occasion of the next Club meeting following this day. The business shall include a) the minutes of the last AGM, b) the Chairman’s Report, c) the Treasurer’s Report, d) the Competition Secretary's Report, e)Election of Officers, f) Programme for the following year, g) Any Other Business. All officers will resign at the AGM and may seek re-election. The Secretary must be given fourteen days’ notice prior to the AGM of any business to be discussed. All nominations for the election to the Committee must be received by the Secretary fourteen days before the AGM and the election of nominees to stand will be by ballot of all members present at the meeting. Motions may be put by the Committee by any ordinary member of the Club. Committee motions should be circulated to members at least seven days before the AGM and all motions from ordinary members must be received by the Secretary at least fourteen days before the AGM to enable circulation to other members before the AGM.
8. Special General Meeting: A Special General Meeting can be called at any time by the Committee or on receipt of a request signed by no fewer than five of the ordinary members, stating the object, and sent to the Secretary at least twenty-eight days before the date proposed.
9. Notification: Twenty-one days’ notice must be given to all members of any Annual or Special General Meeting with particulars of all business to be transacted.
10. Emergencies: In the event of anything occurring not provided for or not clear in the foregoing rules, the Committee shall have the power to deal with the same at its discretion.
11. Chairman's Casting Vote: In the case of an equality of votes at any general meeting, or at any meeting of the Committee, the Chairman shall have a casting vote in addition to his/her vote as a member.
12. Expulsion: A member may be expelled or asked to resign from the Club by a decision of the Committee. The Committee can request a member to appear before it, provided that where any accusation or charge is made the member shall be given every reasonable opportunity to put forward a defence and bring witnesses at a later meeting. Any member expelled or asked to resign shall have the right of appeal to a Special General Meeting called for that purpose. All proceedings called under this rule shall be treated as privileged and confidential.
13. Dissolution: In the event of the dissolution of the Club a Special General Meeting shall be called at which a liquidator shall be appointed and the assets will be disposed of to a group with similar aims or to a charity chosen by a majority of the members present.
14. Amendment of Constitution and Rules: No addition or alteration to this document, except for minor corrections and clarifications, shall be made except by resolution at a general meeting. Notice of any proposed amendment or addition must be given to the Secretary in accordance with the provisions of paragraph (7) above.

New members are sometimes surprised to find that we always submit prints rather than digital images for competitions and may find the following notes useful. Other members will always be prepared to offer further advice and assistance. Please be sure to read the full Competition Rules below.
Prints must be mounted on appropriate card, usually white or black, but the style of the card mount is a matter of personal choice. Members submitting prints should appreciate that most professional judges of print competitions will pay close attention to the quality of the mount. Please do not use Sellotape, masking tape, or any other tape that might stick to or damage another print that might come into contact with your print. Framer's tape is the best choice. Please write the title of the print in pencil on the reverse side. Do not write anything on the front of the print. The size of the card mount is not specified, but those producing A3 format prints will usually mount these on 20" by 16" card. Please note that the frames owned by the Club and used to exhibit members' work at the Burton Hotel all measure 20" by 16". Please also note that external competition regulations approved by the PAGB now specify the metric equivalent of 50cm by 40cm for mount size, although this is slightly smaller than 20" by 16". Entries to regular Club competitions are judged by the other members. This may seem unusual at first, but it is a skill worth learning and is soon acquired. If there is time members may also be asked to comment on other entries objectively and positively. Members then anonymously allot written marks out of 10 for each of four categories: IMPACT, INTERPRETATION, COMPOSITION and TECHNICAL QUALITY. The marks are then totalled and an overall winner declared. The three highest-scoring prints each month will be exhibited at the Hotel. There is a Club trophy awarded to the winner of the monthly competition and also a Club shield to the winner of the annual competition held in December, although the latter is always judged by an invited guest. The member scoring the highest number of aggregated points from the monthly competitions will be awarded the Club Photographer of the Year shield. |

d) The Competitions Secretary is to keep a record of the author, subject, picture title and points awarded for all entries and will announce the winner and runners up at the conclusion of judging. This announcement will be provisional pending subsequent checking of all marking sheets.

c) Images entered must be entirely the original work of the photographer. Composite images are permitted provided all component images meet this requirement. There is no restriction on the age of prints, but they should not have been entered into a previous Club competition (see (e)). Members may produce their own prints or submit commercially produced prints provided that the original image is of their own creation.
d) Prints must be monochrome. The established FIAP definition of monochrome is as follows: "A black and white work fitting from the very dark grey (black) to the very clear grey (white) is a monochrome work with the various shades of grey. A black and white work toned entirely in a single colour will remain a monochrome work able to stand in the black and white category; such a work can be reproduced in black and white in the catalogue of a salon under FIAP Patronage. On the other hand a black and white work modified by a partial toning or by the addition of one colour becomes a colour work (polychrome) to stand in the colour category; such a work requires colour reproduction in the catalogue of a salon under FIAP Patronage."
e) No image previously entered into internal Club Competition, and a winner, may be entered again with the exception of the Picture of the Year Competition, Club of Clubs and other inter-club competitions.
f) Printed images for Club competitions may be of any size, but the maximum dimensions of the card mount should not normally exceed 50 x 40cms in line with PAGB rules, although the Club currently accepts card mounts measuring 20” by 16”. Members submitting entries for external competitions should be aware that other rules may apply and should study these carefully in advance.
g) Entries are to be handed to the Competitions Secretary in advance and are not to be perused by any other member prior to the competition. Members may enter a print even if they are not present at the relevant meeting. The total score awarded to an absent member will be adjusted by an average mark to take account of this.
h) Entries for external competitions or “battles” may be from any member subject to selection by a majority of the members present at the relevant time. They must not have been entered previously into the relevant competition or battle. It is the policy of the Club that prints by as many individual members as possible will be selected, subject to the requirements of individual competitions.
i) The Club respects copyright and image licensing and will only use legally licensed hardware and software at club meetings.
j) All annual cups and shields must be returned to the Competitions Secretary at the Club meeting prior to the Awards Ceremony in December.
k) In case of any dispute the Committee’s decision is final.
l) The best three images in any regular Club competition will normally be hung on public display at the Burton Hotel in Kington, but this is not obligatory.
m) Club prints on public display at the Burton Hotel may be offered for sale to the general public, but this is not obligatory. It will be a matter for each member to agree a sale price with a prospective purchaser.
n) The Club cannot accept responsibility for the safety of prints on open display at the Burton Hotel or elsewhere, which is entirely at the member’s own risk.

- The Border Monochrome Camera Club (BMCC) is established within the terms set out in its published Constitution and Rules and is a data controller within the UK.
- The personal information referred to in this Policy may include names, contact details, records of entries to events, and such other information as may be necessary for the effective management of the legitimate business of the BMCC. Any person wishing to verify the information held by the Club may apply to the Secretary, who will supply the information requested within 21 days, if practicable. Persons resigning their membership of the Club may request any personal information held about them to be deleted and this will be done wherever possible.
- It is anticipated that persons wishing to become members of BMCC will ordinarily supply basic contact details to the Secretary or another officer to enable their membership to be managed efficiently. All new and existing members will be asked to complete and sign an application form and indicate their specific consent for the ways in which their data can be used at the time. Members may review and change these preferences at any time by writing to the Secretary. These details will normally be shared with other elected officers of the Club as necessary and held securely and separately from other personal data unrelated to Club business.
- Members under the age of 18 will be asked to confirm their date of birth and will also need to obtain their parent’s or guardian’s written consent in advance for their personal data to be retained by BMCC.
- Digital data will only be held on personal computers controlled by named Club officers and which are adequately protected by password/PIN access. Printed or handwritten records will be stored in dedicated files and kept separately from other personal material in a locked home. Backup copies of digital and printed data will be kept by other named officers and secured in a similar manner.
- Members entering printed or digital images for submission to external competitions or salons will normally be required to supply basic identifying particulars with the entry and must give specific permission for their work to be submitted in this way. BMCC officers will not otherwise provide members’ personal information to a third party unless explicit permission has been sought from, and granted by, the data subject.
- From time to time officers of the Club will seek to organise local publicity about Club events or news. Depending on the circumstances this may take the form of media articles that mention successful images and their respective photographers. Members’ names will not be released to the media in this way without their specific consent in advance.
- It is anticipated that brief details of members successful in the Club’s monthly competitions or other contests will normally be published on the Club web site http://www.bordermonochrome.co.uk . There is no obligation on members to be identified in this way and they may remain anonymous if they wish to do so.
- Routine Club announcements will normally take the form of an email to all members as a group. Where possible this will be managed by way of “Blind Copies” (Bcc) so that members’ email addresses are not visible to other members. Members may elect not to receive such circulations by informing the Secretary in advance.
- Similarly, from time to time circulations from the Photographic Alliance of Great Britain (PAGB), the Midland Counties Photographic Federation (MCPF) and other professional bodies may be received by BMCC and routinely forwarded to individual members, who may again elect not to receive such circulations, if they prefer.
- Electronic marketing material received by BMCC will not normally be forwarded to individual members unless it forms part of the general material referred to in (9) above or unless an officer believes that it is material consistent with membership of a camera club and therefore in the members’ interests to see it. Members wishing to sell or exchange items or draw other members’ attention to issues of interest should normally ask the Secretary or another officer to circulate the details to other members on their behalf.
- Data breaches must be reported to an officer of the Club immediately and will be investigated without delay.
- This policy will be reviewed by the Club Committee on an annual basis or where legislative change or any relevant incident requires further, immediate attention.
